PELAKSANAAN GOOD CORPORATE GOVERNANCE DI BANK PAPUA CABANG JAKARTA

lebih akuntabel dan transparan dalam mengelola risiko yang hadir seturut dengan melimpahnya dana otsus tersebut. Bank Indonesia mendorong akuntabilitas dan transparansi perbankan dengan mengeluarkan Peraturan Bank Indonesia No. 8/4/PBI/2006 tentang Pelaksanaan Good Corporate Governance (GCG) bagi Bank Umum, dan sebagai salah satu Bank Umum yang dimiliki pemerintah daerah, GCG pun diterapkan oleh Bank Papua.Munire dan Can (2012) menawarkan model Appreciative Governance guna menyempurnakan GCG dengan pendekatan Appreciative Inquiry (AI) yang telah ada, karena menurutnya GCG saat ini telah baik dari sisi logika (struktur perusahaan) namun belum menyentuh sisi emosi dari pelaku dalam perusahaan tersebut. AI merupakan pendekatan yang berbeda dengan pendekatan problem solving, AI melihat kekuatan positif dari manusia yang berada dalam organisasi dan mengembangkan masa depan organisasi berdasar pada kekuatan positif tersebut.Penelitian ini adalah yang pertama di Indonesia mengujicoba model Appreciative Governance di Bank Daerah, Bank Papua.Penelitian ini menggunakan prinsip-prinsip AI dalam melakukan wawancara mendalam, observasi langsung dan observasi tidak langsung. Prinsip-prinsip AI tersebut adalah Konstruksionis, Keserampakan, Puitis, Antisipatoris, Positif, Keutuhan, Pengejawantahan, Pilihan Bebas, Narasi, dan Kesadaran. Hasil penelitian dengan pendekatan AI ini menemukan tiga hal, pertama konstruksi budaya, etika dan perilaku di Bank Papua berada angka 11.2% dari 32 orang inspirator; kedua, tema yang ditemukan di Bank Papua Cabang Jakarta dengan pendekatan AI adalah kekeluargaan, dan persepsi yang positif dari karyawan Bank Papua Cabang Jakarta searah dengan kinerja keuangan Bank Papua yang positif sejak tahun 2009.

Decree No. 21/2001 on Special Autonomy set loose an abundance of funds allocated from central government to local governments of Papua and Papua Barat. Bank Papua as a regional bank who raises funds from the public and local governments of Papua and Papua Barat should be more accountable and transparent in managing the risks that are present according to the abundance of special autonomy funds. Bank Indonesia encourages accountability and transparency of banking by issuing PBI No. 8/4/PBI/2006 on Implementation of Good Corporate Governance (GCG) for107commercial banks, and as a commercial bank owned by the local government, GCG was applied by Bank Papua.Munire and Can (2012) offers a model of Appreciative Governance to enhance existing GCG by using Appreciative Inquiry approaches, current GCG implementation has the logic (corporate structure & mechanisms) but have not yet touched the emotions of the actors in the company. AI is a different approach to problem solving approaches, AI see the positive forces of the people who is in the organization and develop the future of the organization based on the positive strengths.This study is the first of its kind in Indonesia using the theory developed by Munire and Can (2012), Appreciative Governance model in a regional bank in Indonesia, Bank Papua. This study uses the principles of AI in depth interviews, direct and indirect observations. AI principles are constructionist, Togetherness, Poetic, Anticipatory, Positive, Wholeness, Embodiment, Free Choice, Narrative, and Consciousness. This study found that, the first construction of culture, ethics and behavior in Papua Bank figures are 11.2% of the 32 people inspiration, secondly, the study found that Jakarta Branch of Bank Papua major theme is family oriented and lastly, the positive perception of Papua Bank Jakarta Branch employees are in line with Bank Papua’s positive financial performance since 2009.
